Declare Intention

The Potential Topic Tool is still experimental and currently can only perform one change at a time. A change is either editing an existing topic or creating a new topic. Select the topic to edit or click New Topic to tell Potential Topic Tool what kind of change is intended. Once a change is selected, a different change cannot be made without reloading the page.
